Ishan Uday Scholarship :

The Ministry of HRD and the University Grants Commission has taken special interest with regard to promotion of higher education in the NER. For improving the GER, promoting higher education and for encouraging children belonging to economically weaker section of the NE region, the UGC has decided to launch “Ishan Uday” Special Scholarship Scheme for North Eastern Region from academic session 2014-15.

Before launching the scheme the UGC undertook wide ranging consultations with State Governments and Central & State Universities of the NE region, the Ministry of HRD, the Ministry of Development of North Eastern Region , the North Eastern Council, Shillong and other stakeholders.

Eligibility :
Students with domicile of NER who have passed Class XII or equivalent exam from a school situated within NER through any recognized Board of Education, including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National institute of open Schooling (NIOS) within NER only, and have secured admission in general degree course, technical and professional courses including medical and para-medical courses (Integrated courses included) in Universities/Colleges/Institutions recognized as under

** Universities/Institutions/Colleges included under Section 2(f) and 12 (B) of UGC Act.
** Deemed to be Universities included under Section 3 of the UGC Act, 1956 and eligible to receive grants-in-aid from UGC.
** Universities/Institutions/Colleges funded by Central / State Government.
** Institutes of National Importance.
** Institutions recognized by other Statutory councils within as well as outside the States of NER.
** Only first year Under-graduate students are eligible to apply for the scholarship.
** For integrated degree courses the scholarship will be tenable for the complete duration of the course. For dual degree courses the scholarship shall be tenable for the first degree only. The university shall clarify it while recommending a candidate for scholarship.
** For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.
** Transgender candidates are eligible to apply under the scheme. The reservation shall be followed as per Government of India norms.

Selection Procedure:
The awardees will be selected on the basis of marks scored by them in the Class XII or equivalent exam. The Commission reserves the right to withdraw/cancel the award without assigning any reason. Result shall be published on UGC website.

Award letters can be downloaded from UGC online application portal. The effective date of release of fellowship shall be 1st April of the selection year or the actual date of joining the first year of the undergraduate degree course whichever is later.

Duration of Scholarship & Renewal :
1) The scholarship granted under the scheme will be kept renewed during the period of the first degree course, subject to good conduct and maintenance of prescribed attendance.
2) Students failing to get promoted to the next class/level would get the scholarship in the following year,subject to the condition that if the student fails again for the second time, he/she would forfeit the scholarship and it would not be renewed for the remaining period of the course.
3) If an awardee is unable to appear in the annual examination owing to illness and/or on account of any unforeseen event, the scholarship may be renewed for the next academic year on submission of medical certificate and other proof to the satisfaction of the Head of the Institution.
4) The progress of the scholar is to be monitored by the head of the department of the Universities/Colleges/Institutions. The scholar is required to submit quarterly continuation certificate duly signed by the head of the Institution of the Universities/Colleges/Institutions to the designated branch of nominated bank
5) Any student who discontinues the studies without prior approval of the UGC will have to refund the whole amount through e-mode (RTGS/NEFT) directly to UGC account.
6) An awardee would be allowed to continue/renew his/her scholarship if he/she changes the course of study to a another stream (e.g. Law, Fashion Technology, etc.). Students pursuing courses in which the duration is 5 years, would get scholarship at the prescribed rates for the duration of the course.
7) Students changing their college/institute of study would be allowed to continue/renew the scholarship provided the course of study and the institution is recognized, subject to the condition that the scholarship will not be paid twice for the same year of study.

  2. till date myself along with my college-mates have not received the scholarship even after getting selected and received the award letter. batch 2016-17, Shillong, Meghalaya. please look into the matter.
