What is Telangana ePASS Post Matric Scholarship?

Post Matric Scholarship Scheme 2023-24 is sponsored by Telangana Social Welfare Department. The scheme of Post Matric Scholarships has been universalized, a policy which is unparalleled in the Country. From being an exclusive programme for SCs, STs and a limited number of BCs, the scope of the scheme is currently broadened to cover all communities within the stipulated income limit. The scheme enable the students from the weaker sections to have access to higher education including professional courses like Engineering, Medicine, Pharmacy, Management, Computer courses, etc. The scheme applies to all universities & its affiliated colleges whose admission process is regulated/administered by the State Government. Last Date of Scholarship is 31st March 2024.

Eligibility of Post Matric Scholarship

Students Eligible :
** SC & ST Welfare Students whose annual Family income is Rs. Two Lakhs or below.
** BC & EBC and Minority Welfare Students who belongs to rural area their family income should be Rs. One Lakh Fifty Thousand or below.
** BC & EBC and Minority Welfare Students who are belongs to Urban area family income should be Rs. Two Lakhs or below.
** Disabled Welfare Students whose parental income is Rs. One lakh or below.
** EBC students who are selected Under Corporate College Admissions Scheme Eligible for Intermediate courses.
** Students whose attendance is 75% at the end of each quarter & Promoted to next academic year for Renewal Students.

Students not Eligible :
** Students belonging to the categories other than SC, ST, BC, EBC , Minority and DW(Disabled).
** SC,ST Students whose annual family income is more than Rs. Two Lakhs.
** BC & EBC and Minority Rural area Students Whose annual family income is more than Rs. One Lakh Fifty Thousand.
** BC & EBC and Minority Urban area Students Whose annual family income is more than Rs. Two Lakhs.
** Disabled Welfare Students whose family income is more than Rupees One lakh.
** All Students who are pursuing the part time courses, online courses & Correspondence courses.
** Students admitted under Sponsored seats, Management Quota seats & Spot Admissions.
** Students who applied Stipend/Scholorship in any Scheme.
** Students of BC, EBC and DW students studying the Courses offered by open universities, distant mode, category B seats in MBBS, BDS.
** EBC students studying Intermediate or courses.
** Students Persuing same level of courses.

Operational Guidelines of Post Matric Scholarship Scheme

1. All students admitted by the Convener as notified by the Govt., under Convener Quota shall be eligible for the PMS scheme.
2. All Colleges affiliated to regular universities shall register on the epass website with details of Courses offered, Recognization status, Bank account details etc.,
3. Universities, Boards and Regulating Authorities have to populate the course fees.
4. Students have to register online and upload their Caste, Income, Aadhar certificates, Marks Memo, Bonafide certificate, Ration card, Copy of Bank pass book, CET allotment order in case of professional students etc.,
5. It is made mandatory for all scholarship holders to obtain necessary caste and income certificates from MeeSeva and upload in epass.
6. Aadhar card is made mandatory from 2013-14.
7. Verification of students and documents is done by the College managements and also finger prints of students are captured by using biometric device and linked to Aadhar Card.
8. Colleges after verifying the details of each student, furnish Welfare Department-wise booklets in respect of Fresh and Renewal eligible students.
9. Welfare Departments on receipt of hard copies and also online verify, sanction and release (RTF & MTF) for eligible students and send bills to Treasury.
10. The Treasury authorities verifies the availability of budget for passing the bill and upload online to the treasury bank and later adjust the RTF and MTF amounts to College Bank accounts and students accounts respectively.
11. The ePASS server is linked with the SSC, Inter Board and MeeSeva Servers for cross validation online.

Registration Process of Post Matric Scholarship

PRE-REQUISITS FOR PMS -FRESH REGISTRATION PROCESS FOR THE ACADEMIC YEAR 2023-24
1) S.S.C Hall ticket number, year of pass, type of pass(Regular/Supple./CBSE etc.) to access the application
2) a) Student Aadhaar CARD NUMBER
b) If you do not have Aadhaar Card, go to the nearest Aadhaar Enrollment Centre for enrolment.
c) If you have enrolled for Aadhaar and have Enrolment Number(EID) with you, then verify your Aadhaar Status.( Click here to verify the status of Aadhaar)

3) Caste Certificate obtained from Meeseva Centre
4) Income Certificate obtained from Meeseva Centre after 01-04-2023
5)Open bank account in any of the Nationalized Banks (Click here for the list of Nationalized Banks). Bank account not required for EBC students.
6)Students should have a Mobile Number for receiving ONE TIME PASSWORD for registration of application(Mobile number may belong to the student or any one of his/her family members)
7)STUDY/ BONAFIDE CERTIFICATE for the last SEVEN consecutive years of Study
8) Furnish CET(Common Entrance Test) allotment order for CET courses
9) If the student belongs to Intermediate, to register in ePASS, the student has to complete online Admission in BIE(Board of Intermediate Education) Portal by the College Principal
10) 2023-24 PMS Applications Registered in ePASS under ‘FRESH’ will be processed subject to college confirmation by the University registrars concerned and also subject to eligibility of the student.
11) If there is a gap in study by one student, by discontinuation on health grounds or in other reason, the place of residence of the gap period as given by the MRO critically determine whether a local candidate or not.

Documents Required for Post Matric Scholarship

Mandatory Documents to be Scanned and Uploaded for FRESH Registration Process for the Academic year 2023-24
** Latest Passport size photograph
** Aadhaar Card of the Student
** Bank Pass Book first page( showing student name, Bank Account Number and IFSC code of the Bank Branch(Not required for EBC students)
** STUDY/BONAFIDE CERTIFICATE for the last SEVEN consecutive years of Study(For the students as referred at point no.7 above)
** CET(Common Entrance Test) allotment order for CET courses

What is the Last date of Scholarship?

Last date of Post Matric Scholarship 2023-24 is 31st March 2024.
