Pre & Post Matric Scholarship 2015 :
It has been decided by the Ministry of Tribal Affairs, Government of India that the benefit under Post-Matric & Pre-Matric (IX/X) Scholarship under Centrally Sponsored Scheme shall be released directly to the Bank Accounts of the benefi ciary students from the academic year 2015-16 onwards through National Scholarship Portal (NeSP) as part of “Digital India” initiative.

A Web based mechanism has also been inaugurated by the Hon’ble Prime Minister of India on 1st July, 2015 which has been designed and developed by the Deity & CGG, Hyderabad and available at https://scholarships.gov.in/.
The main objective of this integrated portal is for the automation, streamlining & effective management of process related to application receipt, processing, sanction and disbursement of Post Matric and Pre – Matric Scholarship to ST students. This initiative is aimed to facilitate faster and efficient disposal of Scholarship applications and timely payment of the Scholarship to the ST students, directly in Bank Accounts and to mitigate any undue delay, leakage of fund and to reduce duplicate data. The system will bring more transparency and proper implementation & monitoring of Scholarship Schemes by the Department.
During the academic year 2015-16 for availing Pre &, Post Matric Scholarship, all eligible ST students throughout the State have to register application online through the portal https://scholarships.gov.in/ and upload requisite documents within the stipulated time. ‘
All Heads of Institution/SDWOs/DWOS of all Districts are requested to go through the portal and in this regard the following steps need to be taken at various levels within the stipulated time for providing admissible benefit to the eligible ST students under Post Matric and Pre-Matric Scholarship Schemes.
i.Students can register their online application form for Post Matric Scholarship from 10.23.2015 to 30.09.2015 and in respect of Pre-Matric Scholarship from 01.09.2015 to 30.09.2015. For online submission of application, the concerned student has to feed informations in the portal viz name & address, institution & course details, Bank Account number, Aadhaar number (not mandatory but essential), mobile number etc.
ii. In case any student is unable to register himself/herself in the portal (NeSP), his/her application has to be registered online by the concerned Institute/SDWO’s office. The students may also be encouraged to register their application in the Service Facilitation Center (SFC) available in respective Sub—Divisional Magistrate’s office
iii, After successful submission of online application, student will receive an auto generated SMS in his/her mobile number indicating a unique registration ID of his/her application. The student can edit his data in the portal subsequently up to a certain level if required.
iv. The Head of Institution shall verify the ST students in respect of course group, income ceiling, Bank Account number and reimbursement of fees etc. Institution shall forward the student’s data to concerned SDWO through online, copy of original Income certificates which were uploaded, if found eligible, as per guidelines. Required user ID and Password shall be provided to all the Institutions subsequently. The task for verification of students by Institute has to be completed by 10th October 2015 positively.
v. The respective SDWOs are requested to ensure that any eligible student shall not be left out. The SDWOs shall verify all the students data and forward the same to respective DWO. The SDWOs shall co—ordinate with the Institutions in all respect. The task for verification by SDWOs has to be completed by 15th October, 2015 positively.
vi. In this regard, the role of DWOs are similar to that of SDWOs. In addition to verification & authentication of students’ data in the portal, Institution / Sub—Division and category—wise students’ record (soft & hard copy) should be kept. The task for verification by DWOs have to be completed by 25th October, 2015.
vii. The DWOs/SDWOs should make all out efforts to ensure that all the students have bank accounts and AADHAR number by pursuing with Lead Banks and UID authority. In case, there is any difficulty in opening banks accounts due to reluctance of the banks, the district Officer should report the matter to the concerned District Magistrate & Collectors who may intervene in the matter and instruct the concerned Banks to open bank accounts in the names of the eligible ST students for the purpose of Pre & Post Matric Scholarship.
The Finance Department or department dealing with institutional finance may also render necessary assistance in this regard. ‘
viii. The events of disbursement of the scholarships specified above shall be given Wide ‘publicity throughout the State through local newspapers. Sub-Divisional Level Workshop cum training programme shall be organized in each Sub—Division by State recourse persons so that everyone concerned is aware of these events and avails it in time. The basic idea behind organizing Workshop cum Training Programmes is that students, staff, teachers & everyone concerned gradually become used to this system and to avoid any other confusion
