State Merit Scholarship Fresh & Renewal :

Students of Post-Graduate (Fresh) studying in M.U. and various other Universities & Higher Educational Institutions in the country.

Students in different courses of B.A./ B.Sc./ B.Com. in various colleges in Manipur & other various states in the country have been selected on merit basis for award of Fresh State Merit Scholarships along with students of PG/BA/B.Sc./B.Com/Int.M.Sc. courses in Manipur & various other states in the country for award of Renewal State Merit Scholarship. Details can be seen from the Notice Board of this Department

1. Background :
The Directorate of University & Higher Education, Manipur has taken interest with regard to the award of State Merit Scholarship through on-line submission to meritorious students of Manipur to promote higher education in the interest of the students if they continue their further studies inside and outside this state but within the country from the academic session

2. Objectives :
1) To provide equal opportunities for higher education to the poor meritorious students.
2) To provide equal opportunities for students studying inside or outside the state but within the country.

3. Scope :
It is envisaged to provide 250 (two hundred fifty) fresh scholarships every year for general degree and P.G. courses, as detailed in the table below :

4. Eligibility :
1) Students with domicile of Manipur who have passed Class XII or equivalent exam from an institution recognized by Board of Education, including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), and have secured admission in general degree course (Integrated courses included) in Universities/Colleges/Institutions recognized by University Grants Commission (UGC).
2) For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.6.00 lakh per annum.

5. Exclusions :
The following shall not be eligible under this scheme-
1) Students pursuing courses/programs through Open Universities.
2) Students already availing scholarship for pursuing the Undergraduate/ Postgraduate programme under any other scheme(s).
3) Students gaining admission through ‘management quota’.
4) Students pursuing technical or professional courses

6. Selection Procedure :
Directorate of University & Hr. Education will award only two hundred fifty (250) fresh scholarships per year. In case the number of applicants exceeds the number of scholarships available, the awardees will be selected on the basis of marks secured by them in the qualifying exams.

7. Rate Of Scholarship :
An amount of Rs.500/- p.m. for General Degree courses and Rs.750/- p.m. for P.G. courses will be given through Direct Benefit Transfer (DBT) to the beneficiary student.

8. Duration Of Scholarship And Renewal :
1) The duration of scholarship is 10(ten) months for Fresh & 12(twelve) months for Renewal Cases.

2) The scholarship granted under the scheme will be kept renewed during the period of the first degree course, subject to good conduct and maintenance of prescribed attendance. Students failing to get promoted to the next class/level would get the scholarship in the following year, subject to the condition that if the student fails again for the second time, he/she would forfeit the scholarship and it would not be renewed for the remaining period of the course. If an awardee is unable to appear in the annual examination owing to illness and/or on account of any unforeseen event, the scholarship may be renewed for the next academic year on submission of medical certificate and other proof to the satisfaction of the Head of the Institution.

3) The progress of the scholar is to be monitored by the head of the department of the Universities/Colleges/Institutions. The scholar is required to submit yearly continuation certificate duly signed [in a separate Renewal Form] by the head of the department/Institution of the Universities/Colleges/Institutions to the Directorate of University & Hr. Education, Manipur.

4) Any student who discontinues the studies without prior approval of the government will have to refund the whole amount through e-mode (RTGS/NEFT) directly to Directorate(U) account.

5) An awardee would be allowed to continue/renew his/her scholarship if he/she changes the course of study to a stream or college/institute of study provided the course of study and the institution is recognized, subject to the condition that the scholarship will not be paid twice for the same year of study.

9. Procedure For Disbursement :
The scholarship would be sanctioned based on the eligibility certificate, admission certificate and other documents, presented by the students, through the university/ college/institute to the Directorate. Scholarship (as certified by the institutions identified under this scheme) will be paid to the selected students by the Directorate through DBT (Direct Benefit Transfer) Mode and will be transferred to the Bank account of the beneficiaries. The process of submission of required hard documents by the students may be completed within 30 days from the date of submission of the first report.

10. Documents :
The students would submit all the following requisite documents duly forwarded by the Competent Authority (Registrar/Principal/Director) to the Directorate for onward transmission to the designated bank.

1. Joining Proforma for fresh awardees (Annexure-I).
2. Certificate of Income by the Competent Authority of the State Government in which the student is domiciled (Annexure-II).
3. State Domicile Certificate by the Competent Authority (Annexure-III).
4. Affidavit (Undertaking for not availing any other Scholarship in the form of an affidavit on Rs.20/- Stamp paper from the student/parent duly attested by SDM / First Class Magistrate / Gazetted Officer (not below the rank of Tahsildar) copying the prescribed languages (Annexure-IV).
5. Annually Continuation Certificate (Annexure-V) [for renewals].
6. Proforma for renewal (Annexure-VI) [for renewals].

11. Implementation /Monitoring :
Scheme will be implemented and monitored by the Directorate of University & Hr. Education. An evaluation of the scheme would be conducted periodically.
