Shyama Prasad Mukherji Scholarship Scheme :

The state cabinet at its meeting chaired by the Chief Minister Shri Shivraj Singh Chouhan here today took several important decisions including launching a Dr. Shyama Prasad Mukherji scholarship schemes for meritorious students of all sections of society scoring 80 percent or more marks in the 12th examinations, exemption of stamp duty to the poor on deeds of residential houses and plots, setting up of district pension offices in all districts, establishment of two private universities and providing financial assistance for expansion of banking services in rural areas of the state.

Scholarship Scheme:
The cabinet decided to implement a Dr. Shyama Prasad Mukherji Scholarship Scheme for meritorious students of all sections of society who score 80 percent or more marks in the 12th examinations conducted by Madhya Pradesh Board of Secondary Education. Under the scheme the scholarship would be given to first 500 students in agriculture faculty, first 2500 students in science faculty, first 1000 students each in commerce and arts faculties. The scheme aims at encouraging meritorious students to pursue higher education.

Besides, the notified courses being conducted by higher education, technical education and medical education departments in private colleges would also be included under the scheme. Students whose parents/guardians’ annual income does not exceed Rs three lakh would be eligible for this scholarship. Of these, the students who belong to BPL families, their tuition fee upto the limit payable to the government institutions for the same courses would be reimbursed. The students who are eligible for other scholarships would be firstly given those scholarships, but the benefit of this scholarship would be given to meet the gap between those scholarship sand Dr. Shyama Prasad Mukherji scholarship scheme.

The scholarship/tuition fee reimbursement would be as per the rules framed for the post matric scholarship by the Union Ministry of Tribal Affairs. Tribal welfare department would be the nodal department for implementation of this scholarship scheme.

Exemption in Stamp Duty:
The cabinet decided to grant exemption in stamp duty on the deeds executed for houses and plots provided to the people of economically weaker sections by government agencies.

The exemption would be available on the sale/patta deeds executed with regard to allotment of residential houses built by Madhya Pradesh Housing Board, urban development authorities, Madhya Pradesh Awas Sangh and urban bodies. In case of built up houses the maximum area should not be more than 35 square meter and in case of plots it should not exceed 40 square meter. The exemption would be available to the people defined as economically weaker sections under Madhya Pradesh Nagar Nigam Adhiniyam 1956.

Following the decision the people of economically weaker sections would get benefit of about RS. 200 crore in year 2010-11.

Pension Offices:
With a view to facilitating speedier disposal of pension, GPF, insurance and other related cases of pensioners the cabinet decided to set up a pension office at every district headquarter in the state. This would also ensure time bound disposal of pension cases. The district pension offices would be under administrative control of the Directorate of Pension, GPF and Insurance. Permission for creation of 692 posts of different level was granted for these offices. It would entail an expenditure of Rs. 1884 lakh 25 thousand on the exchequer.

Expansion of Banking Facilities:
In order to increase banking facilities in rural areas and linking maximum villagers to banking the cabinet endorsed a financial incorporation scheme. Under this grant would be provided to banks in 2615 villages under Business Correspondence Model in year 2010-11. A micro plan has been prepared after allocating these 2615 villages among the banks. In the identified villages this scheme would be extended for scheduled tribal villages having less than 2000 population on the basis of progress of the banks in 2011.

For expansion of banking facilities the state government would provide assistance for installation of ATMs. The assistance would be 25 percent of the cost of the machine or Rs one lakh, whichever is less. The assistance would be provided only when space is available in a government building, panchayat building etc at village level for installation of ATM.

Two Private Universities:
In order to ensure better higher education in the state the cabinet granted sanction for establishment of two private universities in the state. These are ISECT university in Raisen district and AMITI university in Gwalior district. These universities would offer courses in subjects like engineering, pharmacy, teaching, law and management. The establishment of these universities would also help achieve the state government’s target to increase the Gross Enrolment Rate to 12.5 percent.

Other Decisions:
The cabinet decided that all the payments to government servants would be made through Corporate Internet Banking. Government payments to others amounting to over Rs one thousand would also be made through this system.

The cabinet granted sanction for creation of one post of professor and two posts of assistant professor in the Psychiatric department of Shyamshah medical college, Rewa.

The cabinet also granted sanction to continue 49 temporary posts in the Appeal Board under Madhya Pradesh Commercial Taxes Department for another five years.

The cabinet also decided to relax the allotment terms of the land owned by the municipal corporation mentioned in the Transport Nagar Scheme of Katni town with a view to ensuring smooth transport business outside the city. It also permitted to fix the rates for this purpose.
